The Panchayat Raj Act, 1993 provides for a 3- tier structure of Panchayats. The Zilla Panchayat forms the apex institution at the district level. Each of the eight taluks in the Hassan district has a Taluk Panchayat, where again the members are directly elected from the people, and which has administrative structure similar to Zilla Panchayat, headed by the Executive Officer(EO). At the lowest level there are the Gram Panchayats which are having jurisdiction over a group of villages so notified. 

The political body of Hassan Zilla Panchayat consists of the following members :

• 40 Members are elected from geographically demarcated constituencies from within the rural areas of the district
• All the Members of Parliament (MPs) in the district
• The Members of the StateLegislative Assembly (MLAs) & the State Legislative Council (MLCs)
• The Adhyakshas of the 8 taluk Panchayats in the district

The election to the Zilla Panchayat  was held on 2016 and the has elected 40 new members. The term of Zilla Panchayat is 5 years. The hierarchy for the elected representatives in zp may be visualised as shown below :

ROLES

The role of these members is to create and  improvement of  the infrastructural felicities such  as   roads,  bridges,  drinking   water  facilities,  dispensaries, vet.  hospitals,  schools etc. They conduct meetings regularly to highlight the problems, needs, action to be taken etc., and pass the resolutions of public interest which in turn planned and executed by the CEO of Zilla Panchayat.

ಪಂಚಾಯತ್ ರಾಜ್ ಕಾಯ್ದೆ, 1993 ಪಂಚಾಯಿತಿಗಳ 3 ಹಂತದ ರಚನೆಯನ್ನು ಒದಗಿಸುತ್ತದೆ. ಜಿಲ್ಲಾ ಪಂಚಾಯತ್ ಜಿಲ್ಲಾ ಮಟ್ಟದಲ್ಲಿ ಉನ್ನತ ಸಂಸ್ಥೆಯನ್ನು ರೂಪಿಸುತ್ತದೆ. ಹಾಸನ ಜಿಲ್ಲೆಯ ಪ್ರತಿ ಎಂಟು ತಾಲ್ಲೂಕುಗಳಲ್ಲಿ ತಾಲೂಕು ಪಂಚಾಯತ್ ಇದೆ, ಅಲ್ಲಿ ಮತ್ತೆ ಸದಸ್ಯರನ್ನು ನೇರವಾಗಿ ಜನರಿಂದ ಆಯ್ಕೆ ಮಾಡಲಾಗುತ್ತದೆ, ಮತ್ತು ಇದು ಕಾರ್ಯನಿರ್ವಾಹಕ ಅಧಿಕಾರಿ (ಇಒ) ನೇತೃತ್ವದ ಜಿಲ್ಲಾ ಪಂಚಾಯತ್‌ನಂತೆಯೇ ಆಡಳಿತಾತ್ಮಕ ರಚನೆಯನ್ನು ಹೊಂದಿದೆ. ಅತ್ಯಂತ ಕೆಳಮಟ್ಟದಲ್ಲಿ ಗ್ರಾಮ ಪಂಚಾಯಿತಿಗಳಿವೆ, ಅವುಗಳು ಅಧಿಸೂಚಿಸಲ್ಪಟ್ಟಿರುವ ಹಳ್ಳಿಗಳ ಗುಂಪಿನ ಮೇಲೆ ಅಧಿಕಾರವನ್ನು ಹೊಂದಿವೆ. 

ಹಾಸನ ಜಿಲ್ಲಾ ಪಂಚಾಯತ್ ಅವರ ರಾಜಕೀಯ ಸಂಸ್ಥೆ ಈ ಕೆಳಗಿನ ಸದಸ್ಯರನ್ನು ಒಳಗೊಂಡಿದೆ:

• ಜಿಲ್ಲೆಯ ಗ್ರಾಮೀಣ ಪ್ರದೇಶದಿಂದ ಭೌಗೋಳಿಕವಾಗಿ ಗುರುತಿಸಲಾದ ಕ್ಷೇತ್ರಗಳಿಂದ 40 ಸದಸ್ಯರನ್ನು ಆಯ್ಕೆ ಮಾಡಲಾಗುತ್ತದೆ
• ಜಿಲ್ಲೆಯ ಎಲ್ಲ ಸಂಸದರು (ಸಂಸದರು)
• ರಾಜ್ಯ ಶಾಸಕಾಂಗ (ಎಂಎಲ್ಎ) ಮತ್ತು ರಾಜ್ಯ ವಿಧಾನ ಪರಿಷತ್ತಿನ (ಎಂಎಲ್‌ಸಿ) ಸದಸ್ಯರು
• ಜಿಲ್ಲೆಯ 8 ತಾಲ್ಲೂಕು ಪಂಚಾಯಿತಿಗಳ ಅಧ್ಯಕ್ಷರು

ಜಿಲ್ಲಾ ಪಂಚಾಯತ್‌ಗೆ ಚುನಾವಣೆ 2016 ರಂದು ನಡೆಯಿತು ಮತ್ತು 40 ಹೊಸ ಸದಸ್ಯರನ್ನು ಆಯ್ಕೆ ಮಾಡಿದೆ. ಜಿಲ್ಲಾ ಪಂಚಾಯತ್ ಅವಧಿ 5 ವರ್ಷಗಳು. Zp ನಲ್ಲಿ ಚುನಾಯಿತ ಪ್ರತಿನಿಧಿಗಳ ಕ್ರಮಾನುಗತವನ್ನು ಕೆಳಗೆ ತೋರಿಸಿರುವಂತೆ ದೃಶ್ಯೀಕರಿಸಬಹುದು:

ಪಾತ್ರಗಳು

ರಸ್ತೆಗಳು, ಸೇತುವೆಗಳು, ಕುಡಿಯುವ ನೀರಿನ ಸೌಲಭ್ಯಗಳು, ಡಿಸ್ಪೆನ್ಸರಿಗಳು, ಪಶುವೈದ್ಯಕೀಯ ಆಸ್ಪತ್ರೆಗಳು ಮುಂತಾದ ಮೂಲಸೌಕರ್ಯಗಳ ಉತ್ಕೃಷ್ಟತೆಯನ್ನು ಸೃಷ್ಟಿಸುವುದು ಮತ್ತು ಸುಧಾರಿಸುವುದು ಈ ಸದಸ್ಯರ ಪಾತ್ರ. ಆಸ್ಪತ್ರೆಗಳು, ಶಾಲೆಗಳು ಇತ್ಯಾದಿ. ಅವರು ನಿಯಮಿತವಾಗಿ ಸಭೆಗಳನ್ನು ನಡೆಸುತ್ತಾರೆ, ಸಮಸ್ಯೆಗಳು, ಅಗತ್ಯಗಳು, ತೆಗೆದುಕೊಳ್ಳಬೇಕಾದ ಕ್ರಮ ಇತ್ಯಾದಿಗಳನ್ನು ಎತ್ತಿ ತೋರಿಸುತ್ತಾರೆ ಮತ್ತು ಸಾರ್ವಜನಿಕ ಹಿತಾಸಕ್ತಿಯ ನಿರ್ಣಯಗಳನ್ನು ಅಂಗೀಕರಿಸುತ್ತಾರೆ ಮತ್ತು ಇದನ್ನು ಜಿಲ್ಲಾ ಪಂಚಾಯತ್ ಸಿಇಒ ಯೋಜಿಸಿ ಕಾರ್ಯಗತಗೊಳಿಸುತ್ತಾರೆ..
